Soon after they reported that they had discovered a throttling rule that was being incorrectly applied to users, and they were working to disable it to mitigate impact.
Many users immediately started to express their frustrations asking when the issue would be resolved.
Finally, at 3:00pm UTC, Microsoft reported that the impact involving this issue had been resolved.
