On September 24th at roughly ~1:15 pm UTC, Microsoft reported an issue in which some users were not being able to receive email notifications through the SharePoint Online service.
Finally, at ~6:30pm UTC, Microsoft reported that a recent email configuration change had impacted email notifications through the SharePoint Online service. They reverted the change and have confirmed that service had been restored. More info can be found in the admin center under SP222774.
