Within the hour, Microsoft provide a second communication updating that they identified the issue and will continue to monitor.
We identified high CPU utilization on components that facilitate access to the Exchange admin center which our telemetry indicates has now recovered. We're continuing to monitor the service and further details can be found under EX382252 in the admin center.

Less than an hour later, Microsoft provided confirmation that the impact had been solved.
