On June 21, 2022, at ~5:52 AM EST, Microsoft communicated via tweet (@MSFT365status) that they were investigating an issue as to users accessing the Exchange Online service.
For IT pros or system admins with Microsoft Admin Center access, the incident number for further details was EX394347.
We're investigating an issue in which some users are experiencing delays or connection issues when accessing the Exchange Online service. Please see EX394347 in the admin center for more information.

A couple hours later, Microsoft alerted users that multiple Microsoft 365 services are experiencing delays:
We've determined multiple Microsoft 365 services are experiencing delays, connection and search issues and are investigating the cause of this. Updates can be found in the admin center under EX394347 and MO394389.

Roughly 15 minutes later, Microsoft identified the issue:
We've identified that our traffic management infrastructure is not working as expected. We've successfully rerouted traffic, and we're seeing an improvement in service availability. Updates are available in the admin center under EX394347 and MO394389.

Later in the day, Microsoft provided a fourth update indicating improvements in the services:
We’re continuing to see improvement in availability across the affected services, with some services reporting full recovery. More information can be found in the admin center under EX394347 and MO394389.

These updates saw plenty of engagement from users looking to crowdsource solutions to these issues leading to the discovery that this was limited to Europe.
e-mail is slow to deliver. Even in Webmail. If this was just outlook connectivity issues then i'd expect to see the e-mail in webmail but there's definitely a delivery or routing issue. My colleagues receive the same e-mail on time & I would not. Very intemittent as well
